The so-called internal purchase tariff retention and external purchase tariff retention refers to Hoffmann's start to play in the EU economic circle, which is divided into three levels:

On the surface, Europe does not exclude importing goods from the United States - as long as you pay an average of 25% tariffs, you can trade normally. The problem is that the non-European tariffs collected by each country must be paid 75% to the EU, and the latter will be unified. This strengthens internal cooperation in an institutional way, communicates with each other and realizes the overall pattern of closing the United States. The four major industrial countries, Germany, Italy, Britain and France, obviously benefit the most.
This economic strategy, which is neither export-oriented nor import substitution in developed industrial countries, was ultimately summarized as community industrial cooperation, creating a new model.
After the first two principles were successfully advanced, the third principle of reform in December was soon about to emerge - establishing a common finance for the EU.
