When talking about this matter with Premier Wen, Jiang Feng said that this matter concentratedly reflected the inadequate regulatory thinking of relevant departments, the simplification of handling problems, and several loopholes in the supervision process, which made things like gutter oil that seriously endanger people's health appear on the dining table in front of the public.

The domestic food safety battle is still at the passive defense stage where the enemy situation occurs. When asked why such a conclusion could be reached without specific investigation, the relevant person in charge of the China Condiment Industry Association could be said to be surprising: "Because domestic food manufacturers have never been allowed to use gutter oil before."

In fact, it was not until long after the incident that the relevant industry associations issued an emergency notice, requiring local catering units to immediately stop using food containing gutter oil and strive to limit harmful substance pollution to the minimum range.

In response to this matter, Premier Wen specially invited some senior practitioners from the food industry to consult. At the same time, the establishment of the national food safety and sanitation epidemic prevention and premature mechanism and related emergency systems should be based on standards acceptable to both the people and the two entities. The relevant national departments should cultivate the awareness of domestic food enterprises to do comprehensive quality control, and start quality control for an unprepared product during the market planning period, and this control period should continue until the product loses its use value in the hands of consumers.

A large-scale encirclement and suppression operation in China against gutter oil has achieved fruitful results. Various problematic products using gutter oil produced by many enterprises including Green Company, Bohui Company, Huikang Oil Company, etc. were seized in Beijing, southern Henan, East China Sea, Shandong and other provinces and municipalities.

At present, industrial and commercial agencies in various places are organizing forces to step up inspections and deal with these issues.

"Gutter oil is used as feed oil or other by-products. If its raw materials are fresh enough, there is no mold or heavy metal pollution, it should still be used." Director Yu of a pig farm told reporters that as long as the oil or other products mixed with gutter oil finally meet the standards and meet the industry standards, he or she can consider accepting it.

But she also said: "But if the price is exactly the same as that of non-gutter oil products and we don't tell the buyer that it contains gutter oil, it will be hard for us to accept it."

She admitted that by-products made from gutter oil may not be completely comparable to non-gutter oil products on the market. There is an additional quality risk, and the absorption and utilization rate of gutter oil products by pigs may also be "discounted", so it is difficult to accept without reducing the price or not informing the truth.
