The Tao itself does not move, and everything moves. All the particles in the universe are changing. This is called "for", but the laws of nature have not changed. It is even invisible and matterless. This is called "nothing".
So it seems that Tao did nothing, but did everything.
The essence of this sentence is to do nothing but do everything.
