Shi asked back, "When the land was opened, there was no wealth without people. Originally, a piece of land was planted without anything, only grass; a few years ago, people planted one season a year; now Pei County planted two seasons a year. So is it because labor produced wealth? Or did land produce wealth?

Shi laughed and said, "The sea is boundless, why don't the king regard it as wealth? It's thousands of miles north and vast and uninhabited. Is Yan the most wealth? The king has opened up thousands of miles of land, and its wealth has indeed increased, but this wealth was created by people from the land of thousands of miles. Besides, the land belongs to those who work in the world, why should the king say that it is his? The working people use land to produce food, but if no one works, the land is land. Is it the same for the land that has been reclaimed for several years and the wasteland?"
"The king said that the land belongs to him, so people on the land have to pay taxes. So is the king's wealth tax or land? The king only deprived the people of the power to cultivate the land, but also gave them taxes to the people...
