If the relationship between the offshore deep-water port and Gaoqiao Port cannot be handled well, it will inevitably affect Yangshan Port's efforts to develop into an international transshipment port.

Ningcheng cannot replace Pujiang's position in international and domestic shipping.

In addition to Ningcheng Zhoushan Port, Xingang does not want Pujiang Port to completely replace its role. Xincheng Port is also unwilling to see Pujiang Port develop international transshipment business.

The trade-offs and game between all parties, coupled with the huge investment in the construction of offshore deep-water ports, has caused the plan to expand Pujiang Port to be delayed. After the final decision was made to build Yangshan Port, the dominant position of Yangshan Port was not established. Inadequate investment in Yangshan Port could not completely replace Gaoqiao Port, which caused the two major container transshipment ports to be too far apart and caused a lot of trouble. The construction of Yangshan Port was not strong enough and could not keep up with the rapidly growing demand for container transportation. In the end, it was still constantly building Gaoqiao New Port and dredging Tianjiang Waterway, which was equivalent to taking two roads at the same time. Although this practice was stable, it also made Yangshan Port not play its due role, otherwise the development trend of Pujiang Port would be better.
