With the full implementation of the reform of urban water enterprises, the separation of the functions of government and public management and asset investors, especially after the 2002nd National Congress of the Communist Party of China, the property rights reform of water enterprises has truly begun. The transfer of part of the equity of urban water enterprises such as Mingzhu, Nanfang, and Yazhou marks the marketization of the water industry has entered the stage of property rights system reform.

At the end of 2001, the State Planning Commission issued the "Notice on Issuing Several Opinions on Promoting and Guiding Private Investment", pointing out that the investment field should be gradually relaxed. Except for special regulations in the state, private investment should be encouraged and allowed to enter in any field that encourages and allows foreign investment to enter; private investment should be encouraged and guided to participate in the construction of infrastructure and public welfare projects through sole proprietorship, cooperation, joint ventures, equity participation, franchise and other means.

At the end of 2002, the Ministry of Construction issued the "Opinions on Accelerating the Marketization Process of Municipal Public Utilities Industry", requiring the use of institutional innovation and mechanism innovation as the driving force, to ensure the public's interests and promote the development of municipal public utilities industry as the purpose of accelerating the marketization process of municipal public utilities. Social funds and foreign capital are encouraged to adopt various forms such as sole proprietorship, joint ventures, and cooperation to participate in the construction of municipal public facilities, and form a diversified investment structure.

And there is another point that the State Administration of Environmental Protection does not have a complete set of effective comprehensive governance methods except for fines. Therefore, the emergence of the State Administration of Environmental Protection is of no significance to the environmental protection cause, except being criticized by others.

In the past decade, domestic environmental law enforcement supervision and pollution control efforts have been continuously strengthened, investment in environmental protection has increased significantly, and public environmental awareness has been significantly improved.

However, Zhengfu has been under a lot of pressure in the environmental protection industry. And evading responsibilities in order to reduce the burden has also affected the normal development of the environmental protection industry. If a modern environmental management model cannot be established as soon as possible and promote the healthy development of China's environmental protection industry, it is very dangerous.

In fact, as early as the 1980s, China proposed that environmental protection should take the market-oriented path, but what is the environmental protection model that adapts to the market economy? China has never understood this point.

The emergence of environmental problems has its economic roots, which inevitably determines the possibility of economic activities intervening in environmental protection. Through innovating economic systems, such as price and property rights systems, pollution and environmental resource users can choose production and operation methods that are conducive to the environment based on their own economic interests, rely on technological progress and clean production technology to improve economic production efficiency, change the traditional economic growth model, and reduce the pressure on human economic activities on the resources and environment.

The existing environmental protection operation mode unilaterally emphasizes political and axe behavior, only focusing on input and not output, and neglects the basic laws of economic activities, making the environmental protection cause lack of economic benefits, thus deepening the opposition between environmental protection and economic development, and hindering the development of environmental protection cause.

To solve environmental problems, we must establish various environmental management systems that are compatible with the market economy, including political and axe policies. We must abandon the previous practice of relying on political and axe directly to control management, adopt economic means, establish a diversified investment system through market policy management, and distribute the environmental investment share of each pollution manufacturer through market-oriented means.

The country needs to be responsible for the construction of some environmental infrastructure with strong technology, comprehensive pollution control across regions, and environmental management and supervision, to provide cutting-edge technology for the clean production of enterprises, and to restrict the pollution of the environment and destroy the ecology through designated environmental policies, laws and regulations, management systems and environmental planning, and to give certain policy preferences in dealing with corporate environmental investment, such as implementing preferential policies for loan interest rates for environmental investment projects, etc., to guide and encourage enterprises and society to jointly protect the environment.

Developing environmental protection industries and urging enterprises to choose clean production methods, which can not only control pollution from the perspective of the enterprise, but also guide individual environmental protection behavior from the consumption direction, such as choosing green packaging and reducing waste."

In any case, in order to achieve effective supervision and governance, only by combining the environmental protection industry with the idea of ​​the Ministry of Energy can we reduce resource waste and at the same time unify it into a general overall scope to solve the problem from the root.
