Chapter 12 Combining Two into One

The most important thing in the work is the merger of the Air Force and the Sky Army...

In terms of combat purposes alone, there is no essential difference between the Air Force and the Sky Army. Both aim to seize the commanding heights of the battlefield and create the most favorable conditions for offensive and defensiveness for our own side. At the beginning, the Republic and the United States and other major powers set the Sky Army as independent branches, mainly to improve the status of the Sky Army and accelerate the development of the Sky Army. In fact, this is exactly the same as before and after World War II. The problem is that as the status of the Sky Army is recognized, the combat power is becoming increasingly mature. The necessity of independence from the Air Force is greatly reduced, and the negative effects are becoming more and more prominent. Affected by this, the Republic and the United States made the decision to merge the Air Force and the Sky Army one after another, and it was quickly put into practice.

Merging two major military branches is definitely a much easier thing to say than to do.

Take the Republic as an example. The merger of the two major military branches means that tens of thousands of soldiers will be retired early. According to the merger plan formulated by the Ministry of Defense of the Republic in Tiannian, there are as many civilian soldiers who plan to be retired alone. If the cage statistics are calculated, it is roughly necessary to lay off 70,000 soldiers. If the problem of these 70,000 people cannot be solved, it is enough to make the army mess. That is, in the early stage of the merger of the Air Force and the Sky Army, all work revolves around personnel. That is, first solve the personnel problems and ensure that all soldiers who must be retired are properly resettled, and then discuss the merger.

Only by doing this can the resistance in the merger be minimized.

Of course, the actual situation is far from so ideal.

The merger between the Air Force and the Tianjun officially began in the second half of the year, that is to say, after Pei Chengyi became the deputy head of state, the merger was put on the agenda. Because before that, the Ministry of National Defense handled the personnel problems encountered during the merger. For example, between the Tiannian and the first half of the year, the Ministry of National Defense arranged a total of nearly 30,000 Air Force and Tianjun soldiers to receive reemployment training, and also signed retired military employment contracts with several large domestic enterprises in the form of entrusting to ensure that retired military personnel can quickly enter society. At the beginning of 2011, the Ministry of National Defense also conducted a questionnaire survey within the Air Force and Tianjun on matters related to the merger of the two armies. In name, it was soliciting opinions, but in fact it was a survey of the specific situation of overlapping positions between the two armies and gave vaccinations to the officers and soldiers who were destined to be laid off. It was precisely because of the preliminary preparations that the merger between the two armies was officially launched at the beginning of 2011.

The first one to merge was naturally the two armies headquarters.

Because when the Air Force was drowning, the Chief of Staff also served as the Chief of General Staff. Therefore, in the early stage of the merger, the Chief of Staff of the Air Force was appointed as the Chief of Staff of the New Tian Army, and the former Chief of Staff of the Tian Army served as the Deputy Chief of Staff. It is also true that four years later, when the Chief of Staff of the General Staff of the Year was replaced, someone proposed that the Chief of Staff of the Army should also serve as the Chief of Staff of the General Staff, rather than letting the Chief of Staff of the Tian Army serve as the Chief of Staff of the General Staff.

No matter what, the first step was very smooth. I didn’t encounter much trouble.

In general, the smooth progress of the merger has a lot to do with Pei Chengyi's deployment.

During the Isle of the Island, almost everyone believed that the Air Force annexed the Sky Army, not the Sky Army annexed the Air Force, otherwise the Air Force would not have been appointed as the Chief of Staff of the New Sky Army. The actual situation was completely opposite. In addition to the position of Chief of Staff, almost all the important positions of the New Sky Army were in the hands of the generals of the Sky Army. For example, among the commanders of several major armies, only the support of the air force did not change. The other commanders were from the Sky Army. More importantly, in order not to make this one-sided situation opposed by the Air Force, Pei Chengyi arranged for several senior Air Force generals to switch to the Sky Army, such as Air Force General Mei Lechi was in the air.

In 2018, he transferred to the Tianjun Army and served as the commander of the Strategic Command as the general of the Tianjun Army. In this way, by the time the two armies merged, it was already a situation where you and I have you. In order to obtain the support of the two armies, before the merger officially began, Pei Chengyi also made adjustments to the personnel of the two armies as the Minister of National Defense, and arranged the generals who were over the age of the year and about to retire in overlapping positions to retain young and promising generals. In other words, by the time the merger officially began, most of the generals who occupied important positions at the top of the two armies agreed to the merger and had almost no objection.

From the situation of the Republican army, the matter was half successful.

Not to mention anything else, at least in terms of personnel, there is no longer much trouble.

That's why after the merger starts, the biggest problem comes from infrastructure.

One thing that must be mentioned here is the impact of the Stockholm Agreement on the merger of the Air Force and the Sky Army. As we all know, when the Stockholm Agreement was issued, there was no merger of the Air Force and the Sky Army, so the agreement restricted the Air Force and the Sky Army respectively.

In this way, after the agreement comes into effect, whether it is the Air Force annexation of the Sky Army or the Sky Army to replace the Air Force, it means that some military forces must be abandoned and national security will be affected. There is no doubt that this is a result that no country can accept. If it were a peaceful time, it might be determined through separate negotiations to determine the arms control matters after the merger of the Air Force and the Sky Army. However, around Tiannian, there was neither the necessary conditions nor sufficient time, and neither the Republic nor the United States considered establishing another agreement for this. More importantly, in the view of the Republic and the United States, the Stockholm Agreement itself is for the third phase of the reduction of work. "The practical significance of the Second Life is not obvious, for example, the agreement did not have much impact on the modernization of the two and the Navy. Naturally, there is no reason to find another way out for the merger of the Air Force and the Sky Army for the terms stipulated in the agreement.

In response to this issue, the Republican authorities have taken a very direct approach, that is, to make the Air Force die in name only.

According to the new organizational system, only the supportive aviation forces of the Air Force were preserved and properly strengthened, and the strategic aviation forces were abolished and merged into the Sky Army. Tactical aviation and air forces were separated and merged into the Land Aviation and HNA. Because the Stockholm Agreement also restricted the total scale of the Land Aviation and HNA alone, HNA had restricted the ship-based aviation and shore-based aviation respectively. Therefore, by the time of the year of the Libian, the Air Force Command still existed. Moreover, the three Air Force commands also existed. Only the Air Force Chief of Staff also served as the Chief of Staff of the Sky Army. The specific powers of the two major military commands were in the hands of the Sky Army and HNA.

Take the tactical aviation force as an example. After the reorganization was completed, all the heavy air combat fighter troops were assigned to HNA, while all the multi-purpose fighter troops were scraped to the Land Airlines. Of course, some people would definitely wonder whether this would have an impact on the local security of the Republic, especially the national air defense? If there is no impact, it would definitely be a scam. In any case, the Air Force has shouldered the heavy responsibility of national air defense since the day of its birth. If we look at it from another perspective, we will find that this impact is not great. The key point is that the Republic after Tian Nian is no longer the Republic before Tian Nian. Not only is the pressure on national air defense no longer as great as before, but there are also many methods of national air defense.

It can be said that before the Indian War, all foreign wars in the Republic were designed to create a safer strategic environment.

Objective comments, from the power to the past years, the Republic completed the first phase of strategic expansion. It established an arc-shaped peripheral strategic defense line from the Korean Peninsula in the east, through the Ryukyu Islands, Southeast Asia, Andaman Islands, South Asian subcontinent to Central Asia. It obtained a strategic defense space ranging from kilometers to kilometers. You can see it by spreading the map and looking at it. On this strategic defense line, the Air Force can take on the air defense beam, and the Navy Air Force is no exception. Even if the aircraft carrier battle group is mainly attacked, relying solely on the shore-based aviation force, HNA can complete all the strategic air defense tasks of the Air Force and defend the gate of the Republic.

Of course, to the north, the Republic's homeland was still directly exposed to Russia's muzzle.

The problem is that the security of the northern part of the Republic cannot be solved by air defense forces. To put it bluntly, even if the air force has not been withdrawn, even if it has the most powerful air-control fighter force in the world, it cannot completely ensure the security of the northern part of the Republic. In this regard, the Republic authorities have adopted a pun strategy. First, reduce the importance of several provinces facing Russia, including northern borders, and guide them through policy guidance. The population of these provinces is appropriately relocated, that is, artificially create strategic defense space that can persuade thousands of meters. Second, it is to deploy actively offensively to deal with Russia's challenges, that is, use offensives to deal with offenses, forcing Russia to focus on strategic defense in Siberia and the Far East, and weaken the offensive strength of the Russian army. Fundamentally speaking, if you can actively attack in the early stage of the war and set the battlefield within the enemy's territory, the defense issues in the northern part of the Republic will not be very prominent, and there is no need to worry too much.

If we only consider it from the perspective of air defense, in addition to HNA, the Republic has more protective measures.

The first is the ground air defense system. It can be said that no one dares to doubt the Republic's local air defense system. You should know that the Republic is the first country to eliminate medium- and short-range air defense missiles. It is the first country to deploy energy interception weapon systems in major local towns, that is, the first country to spread strategic defense systems to small and medium-sized cities. According to the National Defense Blue Book published by the Republic, by Tiannian, all cities with a population of more than 10,000 will be equipped with interception systems with an interception range of more than 1,000 meters.

It is also planned to take the time of the old year to equip all towns with a population of more than 20,000 to equip all towns with an interception range of more than 1,000 meters. The combat range of the interception system of medium-sized cities is expanded to a certain kilometer. Because the average distance between local cities in the Republic is about 4,000 meters, and in densely populated areas east of Tengchong Yimohe Line, the average distance between towns is less than 1,000 meters, so around the year of field, the Republic has already had comprehensive local defense capabilities.

Although this point defense capability can only cope with general strikes. But above this, there are national-level strategic defense systems, which can reach the sky above towns through the strategic defense system, and only individual targets can reach the local air defense capabilities of the Republic. Therefore, the Republic's local air defense capabilities can definitely meet the needs of war and cope with sudden attacks from major powers like Russia.

Of course, the key is the strategic defense system.

In short, the abolition of tactical aviation forces has not had any obvious impact on the local security of the Republic.

On the contrary, this move brings great benefits.

You should know that in the Indian War and the Middle East War, the Republic's Army Air Force repeatedly proved that the air strike forces directly affiliated with the army are most closely coordinated with the ground forces. They can support offense or assist defense most effectively, so they allocate part of the tactical aviation to the Land Aviation. This is equivalent to increasing the strike force of the Land Aviation to a new height, so that the combat effectiveness of the Republic's Army can be improved...

Although in some tactical ideas, the land aviation and the tactical aviation are not completely consistent.

Not to mention anything else. On whether low-altitude attack aircraft should have appropriate air combat capabilities, China Airlines insists that attack aircraft does not need to have the ability to engage with air combat aircraft, but only needs to have the ability to deal with enemy low-altitude attack aircraft. If they encounter air combat aircraft in combat, they can completely use their excellent low-altitude flight performance to escape. More importantly, actual combat has proven that if the air combat altitude reaches below meter, air combat aircraft will be difficult to gain a advantage. With airborne missiles

Interception systems are fully popularized, and the combat efficiency of visual range outer air combat is getting lower and lower. Air combat within visual range has once again become the mainstream. If air control fighters want to deal with low-altitude attack aircraft, they have to reduce their flight altitude to less than four meters. At this point, low-altitude attack aircraft has no need to be afraid of air control fighters. However, in the general direction, the tactical ideas of the land aviation are the closest to the tactical aviation. For example, both attach great importance to attack and believe that only attack can bring the strength of the aviation army to the extreme.

It is precisely because after absorbing the multi-purpose aircraft fleet of tactical aviation, the Army Airlines did not completely expand the scale of the aviation army according to the air force's route. Instead, based on the original Army aviation, the two forces were integrated and a unified development strategy was proposed. However, in order to take care of the Stockholm Agreement, the Army Airlines made detailed allocations to specific affairs when planning, and did not take on all the work.

Like China Airlines, HNA also absorbed air combat fighter units under conditions.

Relatively speaking, the strategic aviation has changed the most. In fact, even if the strategic aviation force is not assigned to the Sky Army, with the development of technology, the strategic aviation force is the first to transition to the aerospace field. As early as the mid-ugly era, shortly after the end of the Indian War, the Republic's Air Force proposed to develop a new strategic bomber with cruise flight speed of Mach and limited aerospace flight capabilities. However, due to the third military reform, the plan was cancelled in the planning stage. By about 2 years, the conditions for developing aerospace bombers were already in place. It was under this background that the strategic aviation force of the Air Force completely belonged to the Sky Army, and the Air Force's bomber project was naturally handed over to the Sky Army.

In short, by the time of the Liyue Nian, the merger of the Republic's Air Force and the Sky Army had been completed.

According to the report made by Long Hongen at the meeting, the procurement of new equipment has been carried out in an orderly manner since the second half of the year. By the end of June of the year, the procurement of equipment involving supporting aviation, land aviation and HNA, that is, traditional air force fields has been basically in place. Even if there are still several major projects that have not been completed, it can be accelerated during wartime. The troops equipped with new fighter jets have formed combat effectiveness.

Mo Yong doubted that the key was the power of aerospace.

Due to the restrictions of the London Treaty, the strategic bomber project led by the Tianjun is still in the engineering research stage and has not entered the procurement stage. Of course, the development of the project has been completed long ago. Various demonstration and test flights have also been completed. The first batch of pilots' training work was also completed at the beginning of the year. As long as the production work is started, initial combat effectiveness can be formed within 3 months and comprehensive combat effectiveness within half a year.

In comparison, the aerospace fighter project is more dumb.

Because it is an orbital vehicle, as long as it adopts appropriate flight orbits, it almost has unlimited range, and the biggest difference between fighters and bombers is only reflected in the payload, so aerospace fighters also have limited strategic strike capabilities. More importantly, fighters are tactical weapons, not strategic weapons, and are not restricted by the London Treaty. The Stockholm Agreement only stipulates the military expenditure of the Sky Army and does not limit the specific organization of the Sky Army. In this way, the Sky Army will definitely focus on the development of aerospace fighter jets.

But Ran said that when the aerospace fighter unit will form combat effectiveness, it has almost become the primary condition for the war.

You should know that many other strategic strikes either do not have the ability to accurately strike or are restricted by treaty. Only aerospace fighters can conduct precise strikes on the enemy's strategic facilities and will not attract devastating revenge. When formulating a war plan, Yuan Chenhao clarified the importance of aerospace fighter and regarded it as the number one strategic strike force. With the disbandment of the air force's tactical aviation, the strategic aviation force was in name only, and the aerospace fighter force of the sky army became the only strategic strike force in the military force of the Republic.

Such an important project is naturally the country's number one secret.

It can be said that how many aerospace fighter jets the Republic's Sky Army has equipped and how their performance is not only a secret to the outside world. It is all a secret within the top leaders of the Republic. That's why when making relevant reports, as long as specific data is involved, Long Hongen will mention it in one sentence and will not make it too clear.

Doing so will greatly save meeting time. After all, high-level meetings are not used to discuss technical issues.
